Contracts and Monitoring Officer, permanent full time position reporting to the Commissioner of Adult Services at Swindon Borough Council. This role is offered with an attractive annual salary and enhanced employee benefits.

This is a highly sensitive and challenging role, with key objectives to include the monitoring of compliance for all service providers to the social care support frameworks, in line with agreed commissioning outcomes. You will issue service agreements outlining the individual support package in accordance with the agreed framework, including those issued by Swindon Clinical Commissioning Group (CCG). To monitor and review service provider performance against the frameworks, quality assure support providers, ensuring compliance with the local authority’s and CCG’s frameworks and CQC standards.

As a Contracts and Monitoring Officer you will oversee the maintenance of an accurate contracts database of service provision in Swindon and other records to ensure that relevant information is available upon which informed management decisions concerning the suspension or termination of a particular service can be made. You will support the investigation of complaints in liaison with the appropriate body, and undertake any necessary actions to address issues and respond in line with agreed policies, procedures and processes

To support the Mental Capacity Act/Deprivation of Liberties (DoLS) Team to ensure services users subject to DoLS are supported and managed in line with the DoLS conditions. You will monitor volume and activity of contracts within Adult Social Care, assisting the monitoring process and ensuring that accurate information is available upon which informed management decisions can be made in order to assist in the review of activity and budget levels for the achievement of best value. Including response to tenders and the award of contracts and negotiation of fees. agreed with the relevant Commissioner. The ability to under risk assessments and engage

Ideally you will have previous experience gained in a Contracts Management role, where you will need high levels of written and verbal communication skills, the ability to organise, manage and plan key stakeholder meetings in line with all professional bodies and associations. Excellent working knowledge of Outlook, Word, Access and SharePoint is required for this role.

As a Contracts and Monitoring Officer you will have a keen eye for details, able to vocalise issues and bring about positive outcomes as part of the wider commissioning team.
